According to the Americans with Disabilities Act of 1990, (ADA), the certification of service animals is not required under present federal law.  Each state and each municipality of each state may have its own statutes regarding service animals, but again, federal law supercedes state law.  For example, Alabama has no current state laws regarding service dogs or service dogs in training, while New Mexico has state laws pertaining to service dogs but no laws pertaining to service dogs in training, and Nevada has state laws addressing both service dogs and service dogs in training, requiring an identification card for the dog in question.  Some states require a special vest for the dog and an identification card.  Other states require no type of identification whatsoever.  As you can see, there is still a lot of work to be done as far as the standardization process is concerned.

We've found here at "Goldstar" that a written record of certification and a laminated certification ID goes a long way towards making public access easier for our clients with service dogs and our trainers handling service dogs in training.  It becomes quite tedious and annoying to debate state and federal law time and time again.  Again, the certification process is not mandated under existing federal law, but by utilizing a certification resource you'll be sure to save time and spare yourself unneeded aggravation.

 

We offer the "Goldstar Service Dog Certification" certificate and laminated ID cards because we wish to help others avoid the hassles and confrontations that service/companion dog owners are constantly subjected to.  It is important to note that your dog does not need to be a German Shepherd Dog or Rottweiler to be certified.  Since 2003, Goldstar has certified over 1,300 dogs of various breeds, large, medium, and small.  We maintain a database of every dog we have certified so that if there is a question of legitimacy we may verify that your dog was certified with us.  We are a licensed dog training and supply school.  We not only certify your dog but we will be happy to answer general questions pertaining to training techniques, traveling with your service dog, and airport procedures.  Our certification is recognized throughout the continental United States and Canada.  If you own an uncertified service/companion dog you undoubtedly know the drill: unwarranted explanations, denial of access, and authority involvement, probably in that sequence.  Service/companion dogs have a definite purpose: to enrich the life of the owner, and to help the owner become more self-sufficient.  The possession of a "Goldstar Service Dog Certification" certificate and laminated ID cards will go a long way toward relieving the stresses incurred by facing wrongly denied accessibility to public facilities, hotels, motels, restaurants, shopping malls, public transportation, private housing, etc.  Our certification documentation is recognized by every major domestic airline.  Even if you are in the process of training your own dog, we may issue a service/therapy dog in training certification.  The certification is valid for the life of the dog and there is no annual renewal fee.  Our certification, along with the appropriate vest, lead, or collar, will help you gain unhindered public access and allow you to give your dog the realistic type of crowd negotiation and socialization skills training necessary for any service/therapy dog.

We are also able to provide a medical assist collar and the appropriate service dog vest, if needed.  The medical assist collar stores a high speed USB 2.0 128MB flash drive on which you can store useful medical and contact information.  Please see our "product" page for more details.  Each vest is clearly marked for service dog use and is custom made.  Each vest has (2) zippered  pockets that either the service dog's ID card or other items may be carried in.  Each vest also has a reflective stripe on either side to help make your dog more visible at night.

The certification package comes with a pamphlet explaining the public access rights of your service dog according to the ADA and (1) one 4"X5" emergency sticker which will alert emergency personnel that you own a service dog.  You may put a contact name and phone number on the sticker and adhere it to the door or window of your home or office.  You will also receive an electronic copy of Airline Travel Procedures/TSA Security Guidelines.  This information will be e-mailed to you along with your confirmation and certification number and contains helpful information such as: Tips For The Screening Process, Travelers With Disabilities And Medical Conditions, Hidden Disabilities, Service Animals, Children With Disabilities, Air Carrier Access Act, and much more.  You will also receive a service dog ID tag which may be attached the collar.  There is more!

We are frequently asked...what are the minimum requirements for taking a service/assistance dog on a plane, into a restaurant, to a hotel, etc?  The correct answer is...there are NO minimum requirements.  It is a good idea however, to make certain your dog has adequate obedience training if you want to avoid confrontations and complications.  Even with certification a dog may be excused from a business or public accommodation if it is considered noisy, dangerous, destructive, or out of control.

As part of the certification package you will also receive an electronic  copy of: The AKC Good Citizenship Test - The 10 phases of testing and a DVD simulated version of the test.  This test is an excellent starting point for those training their own dogs and will provide you with a great foundation as far as public access with your dog is concerned.  For those that already own a well trained dog, The AKC Good Citizenship Test - The 10 phases of testing will still provide interesting reading and viewing.

* Service Dogs at the Airport *

 

If you plan on flying with your service dog there are certain procedures you should follow and certain things you should be aware of. 

 

When you make your airline reservation, be certain to alert the clerk that you have a service dog.  The clerk may or may not ask if the dog is certified, and if so, with whom it is certified.  A person traveling with a service dog is not required by law to pay an extra fee for the dog.  The dog  will be allowed to travel in the regular passenger cabin and will not be separated from the owner.

 

When going through the screening process the TSA (Transportation Security Administration) says the following:

 

If you have a service dog, you are encouraged to inform the security officer that the animal accompanying you is a service animal and not a pet.  This will provide you with an opportunity to move to the front of the screening line since the security officer may need to spend more time with you.

 

It is recommended that persons using a service/assistance dog carry appropriate identification for the dog.  Identification may include cards and certification documentation, presence of a harness or vest and markings on the harness or vest, or other credible assurance of the passenger using the animal for a disability.

 

At no time during the screening process will you be required to be separated from your service dog.

 

The security officer should ask permission before touching your service dog or its belongings.

 

Security officers have been trained not to communicate, distract, interact with, play with, feed, or pet service animals.

 

Advise the security officer how you and your dog can best achieve screening when going through the metal detector as a team (walking together, with the dog walking in front, with the dog walking behind).

 

If the walk through metal detector sounds where you and your service dog have walked together, both you and the dog must undergo additional screening.

 

If the walk through metal detector sounds on either you or your service dog individually (because you walked through separately), additional screening must be conducted on whoever sounded the walk through metal detector.

 

If your service dog sounds the walk through metal detector, the security officer will ask your permission and assistance before they touch your service dog and its belongings.  The security officer will then perform a physical inspection of your dog and its belongings (collar, backpack, lead, vest, harness, etc.) 

 

No items will be removed from the dog at any time during the inspection.

 

You must assist with the inspection process by controlling the service dog while the security officer conducts the inspection.  You are required to maintain control of the dog in a manner that ensures that the dog cannot harm the security officer.

 

If you need to leave the secure boarding area to relieve your dog, you must undergo the full screening process again.  Inform the security officer upon your return to the security checkpoint and he/she will move you to the front of the screening line to expedite the screening process.

On Tuesday, September 26, 2006, TSA adjusted the ban on liquids, gels, and aerosols.  As an  aid to those going through TSA airport security checkpoints, please read the following:

 

Air travelers may now carry liquids, gels and aerosols in their carry-on bag when going through security checkpoints.

 

With certain exceptions for prescription and over-the-counter medicines, baby formula and breast milk, and other essential liquids, gels, and aerosols, the following rules apply to all liquids, gels, and aerosols you want to carry through a security checkpoint.

 

All liquids, gels and aerosols must be in three-ounce or smaller containers. Larger containers that are half-full or toothpaste tubes rolled up are not allowed. Each container must be three ounces or smaller.

All liquids, gels and aerosols must be placed in a single, quart-size, zip-top, clear plastic bag. Gallon size bags or bags that are not zip-top such as fold-over sandwich bags are not allowed. Each traveler can use only one, quart-size, zip-top, clear plastic bag.

Each traveler must remove their quart-sized plastic, zip-top bag from their carry-on and place it in a bin or on the conveyor belt for X-ray screening. X-raying separately will allow TSA security officers to more easily examine the declared items.

Please keep in mind that these rules were developed after extensive research and understanding of current threats. They are intended to help air travelers bring essential toiletries and other liquids, gels and aerosols for short trips. If you need larger amounts of liquids, gels and aerosols such as toothpaste or shampoo, please place them in your luggage and check them with your airline.

To ensure the health and welfare of certain air travelers, in the absence of suspicious activity or items, greater than 3 ounces of the following liquids, gels and aerosols are permitted through the security checkpoint in reasonable quantities for the duration of your itinerary (all exceptions must be presented to the security officer in front of the checkpoint):

Baby formula and breast milk if a baby or small child is traveling;

All prescription and over-the-counter medications (liquids, gels, and aerosols) including KY jelly, eye drops, and saline solution for medical purposes;

Liquids including water, juice, or liquid nutrition or gels for passengers with a disability or medical condition;

Life-support and life-sustaining liquids such as bone marrow, blood products, and transplant organs;

Items used to augment the body for medical or cosmetic reasons such as mastectomy products, prosthetic breasts, bras or shells containing gels, saline solution, or other liquids; and,

Gels or frozen liquids needed to cool disability or medically related items used by persons with disabilities or medical conditions.

You are allowed reasonable amounts over 3 ounces of the items above in your carry-on baggage, but you will need to perform the following:

Separate these items from the liquids, gels, and aerosols in your quart-size and zip-top bag.

Declare you have the items to one of the security officers at the security checkpoint.

Present these items for additional inspection once reaching the X-ray. These items are subject to additional screening.

The TSA has also taken steps to ensure the security of the boarding areas after you pass through security checkpoints. Therefore, any liquid, gel or aerosol, such as coffee or soda, purchased in the secure area beyond the security checkpoint is allowed aboard your plane. Please note that if you have a layover and are re-screened at your connecting airport the current rules (see above) for carry-ons apply.

You are permitted to bring solid cosmetics and personal hygiene items as such lipstick, lip balm and similar solids.

The TSA asks for your cooperation in the screening process by being prepared before you arrive. They also ask that you follow the guidelines above and try not to over-think these guidelines. Please pack liquids, gels, and aerosols in your checked baggage even if you do not normally check a bag.

In addition to liquids, gels, and aerosols numerous other potentially dangerous items are not permitted in carry-on baggage. The TSA strongly encourages travelers to read more about previously prohibited items to avoid complications during screening.

                               * Donations *

 

Goldstar is a "for profit" organization.  We try to keep the prices of our trained service/companion dogs relatively low ($2500.00 - $3500.00).  Even so, there are many in need of  service dogs who simply cannot afford them.  We have just begun to implement a service/companion dog subsidy program whereby we may take a service dog prospect through the standard basic and advanced obedience training and potty training programs.  We take the dog through the spay/neuter procedure and secure all necessary inoculations (rabies, distemper, parvovirus, etc.)  We take the dog through the socialization process, obstacle negotiation training, and certification process.  The recipient receives not only his/her service/companion dog but also the dog's service dog vest, lead, and collar.  The recipient also receives detailed written material pertaining to the capabilities of the dog.  This whole procedure generally takes about 12 weeks.  Any specialized training may then be completed by a qualified trainer residing in the area of the prospective owner.

 

The implementation of this program allows a person in need of a service/companion dog to obtain one from us for no more than $1400.00, plus the cost of shipping.  The balance of the training, housing, and medical costs are subsidized by public donation.  Although we are only at the outset of this program, we'd like to thank those who have made donations.  You have certainly touched the lives of others in a positive way.
